Tallinn University discounts tuition for international students out of its own budget. The waivers are allocated programme by programme: in the first year they go to the top two to four candidates in the entrance examination ranking, and later years are decided on the weighted grade average. Depending on the programme the discount is 25, 50 or 100 per cent.

What it covers
Part of the tuition
The waiver applies to tuition only and covers nothing of the cost of living. Most programmes offer 50 per cent, the School of Governance, Law and Society has two full waivers, and the Baltic Film, Media and Arts School gives between 50 and 100 per cent. A waiver runs for one academic year and has to be earned again for the next.

There is no separate scholarship deadline: the first-year waiver follows from the entrance examination result, so the date that matters is the programme's admission deadline. In later years full-time students compete for it on their weighted grade average.
