The Asian Development Bank's master's scholarship: the page states about 130 places a year at 27 designated institutions across Asia and the Pacific, 17 of them in Japan. An applicant has to be a national of an ADB borrowing member country and of a country eligible for Japanese ODA scholarships; Uzbekistan is listed on adb.org among ADB's Central and West Asia member countries. You apply to the institution you have chosen and the bank makes the final selection.
