The Deutschlandstipendium is Germany's national merit grant for students at German higher education institutions, paid half by private sponsors and half by the federal budget. The programme's own answers say students of every nationality and every subject may apply, provided their institution is state or state-recognised and takes part in the scheme. Applicants still waiting for an admission decision may also put their name forward.

EUR 300 a month: EUR 150 from a private sponsor and EUR 150 from the federal budget. The FAQ says the payment is independent of income and that it may be drawn alongside BAfoeG without either being cut. Tuition is not part of this award.
