The liberal Friedrich Naumann Foundation takes foreign applicants for a master's or a doctorate in Germany, but not for a bachelor's. Its page requires full-time study in Germany and says an applicant must not have lived in Germany for more than fifteen months before the studies begin. Both the application and the selection interview are held in German.

For international applicants the page gives EUR 992 a month at master's level and up to EUR 1,500 for doctoral candidates. Health and long-term-care insurance contributions are paid on top, and supplements of EUR 276 for an accompanying spouse and EUR 259 for a child may be granted. The page says nothing about tuition being covered.
