The Bavarian Hanns Seidel Foundation lists a separate application category for international students and doctoral candidates, so there is a route for an applicant from Uzbekistan. Funding covers bachelor's, master's and doctoral level. The dossier goes through the foundation's own online portal and nowhere else.
