The Heinrich Böll Foundation, the German political foundation close to the Greens, funds international students for a master's degree in Germany. It gives priority to applicants from countries on the OECD DAC list who have not yet moved to Germany, and Uzbekistan appears on the OECD list for 2025 flows as a lower-middle-income recipient. Selection weighs civic engagement and closeness to the foundation's values alongside academic results.
