From the 2026 intake the University of Oulu switched to a new scheme: no scholarship in the first year, only an early-bird discount. Waivers covering part of the fee exist for the second and third years and are awarded on the previous year's results. To qualify a student must complete at least 60 ECTS in the year, including the compulsory 5 ECTS of Finnish language study.

What it covers
Part of the tuition
At bachelor's level the waiver covers 20 to 30 per cent of the yearly fee in the second and third years, and at master's level 10 to 40 per cent in the second year, with the exact share set per programme. The master's programme in Epidemiology and Biomedical Data Science has neither waivers nor an early-bird discount. Living costs stay with the student.

There is no separate application deadline for the waiver: it follows from the credits earned in the previous academic year. The first-year fee, though, has a hard date — for new international students full payment was due by 9 July 2026.
