Hamad Bin Khalifa University in Qatar's Education City combines a tuition waiver with a monthly stipend for master's students. Its published table sets separate rates for Qatari, local and international students, so students from abroad are covered by name. A stipend holder works ten hours a week as a research assistant with their supervisor.

Part of the tuition
The tuition waiver depends on the programme: 75 percent for STEM master's degrees, 60 percent for the social science and humanities master's degrees, and nothing at all for some programmes. The table sets the international master's stipend at 7,000 Qatari riyals a month, 84,000 a year over 21 months; the university does not pay for student housing directly.
