Through its Ministry of Foreign Affairs Romania offers a yearly batch of scholarships to citizens of non-EU countries, Uzbekistan among them. Bachelor's and master's studies are taught in Romanian only, so applicants without the language get a preparatory year first. Medicine, dental medicine and pharmacy are excluded from the scheme.

What it covers

Full: tuition and living costs

The award pays the tuition for the Romanian language preparatory year and for the degree itself, adds a monthly allowance in both stages, and funds a place in a student dormitory out of the ministry's subsidy. The page does not print the monthly figure, so none is quoted here. Dormitory places depend on availability and the conditions are confirmed by the host university.

Cycle 2026

Applications are accepted only through the Study in Romania platform. The 2026 round opened on 16 February and closed on 31 March, with results sent by e-mail around 15 July.

  4. After the acceptance letter, answer on the platform and request a long-stay visa, then enrol at the university
