Getting into Spain takes two steps: first you homologate your attestat to the Spanish Título de Bachiller through the Ministry of Education, then you obtain the UNEDasiss accreditation, which converts your grades onto the Spanish scale. For a public university you also sit the PCE examinations run by the UNED, and UNEDasiss recommends at least 4 subjects. The language of instruction is Spanish and the Instituto Cervantes DELE is the official proof of the level, though no national page read names the level a degree programme asks for, so ask the university; documents carry an apostille and an official translation into Spanish. The study visa asks for health insurance, a medical certificate, a criminal record certificate and means of 100% of the IPREM per month.
With an Uzbek attestat (11 years)
One year at a university in Uzbekistan
No official Spanish page says anything specific about an 11-year Uzbek attestat: Uzbekistan is absent from the Ministry of Education's list of country pages. What exists is the general rule that homologation needs sufficient equivalence in academic level, duration and content, and the Spanish bachillerato is longer than an 11-year school. Because the source is silent, the most conservative option is taken: finish one year of university at home, then apply for homologation and UNEDasiss. Confirm this in writing with the Spanish Ministry of Education.
Documents
Passport
The Ministerio de Inclusión sheet on the long-stay study authorisation requires a passport or travel document valid in Spain with a minimum validity of one year.
School certificate
The Ministry of Education asks for a verified copy of the official foreign qualification or diploma, or of the official certificate proving that the corresponding final studies and examinations have been completed.
Academic transcript
The Ministry of Education asks for a verified copy of the certificate of the courses completed, showing the subjects taken, the marks obtained and the academic years in which each course was taken; for homologation to the Título de Bachiller it names at least the last 3 years.
Certified translation
The Ministry of Education states that documents issued abroad must be accompanied by an official translation into Spanish, which may be made by a sworn translator authorised or registered in Spain, by a Spanish diplomatic or consular mission, by the mission in Spain of the applicant's country, or by an official translator abroad whose signature is duly legalised.
Apostille
The Ministry of Education states that for documents issued in countries that have signed the Hague Convention the single legalisation or apostille issued by the competent authorities of that country is sufficient, and that documents from other countries must be legalised through diplomatic channels; the HCCH status table lists Uzbekistan as a contracting party since 15 April 2012 and Spain since 25 September 1978, so the apostille is the route.
Financial statement
The Ministerio de Inclusión sheet requires sufficient means to cover the stay and the return home: monthly, 100% of the IPREM for your own upkeep, unless you prove the accommodation is paid in advance for the whole stay; sums used to pay for the studies themselves are not counted. The page states the requirement as a percentage of the IPREM and names no euro figure, so no amount is given here.

Teaching is in Spanish
Instituto Cervantes states that the DELE diplomas are official qualifications certifying the degree of competence and command of Spanish, awarded on behalf of the Ministry of Education, that they cover every CEFR level from A1 to C2, and that in Spain they count as sufficient accreditation of Spanish for any academic activity requiring the corresponding level. No national page read in this run names the level a degree programme asks for, so ask the university.

Other requirements
At least 17 years old
The Ministerio de Inclusión sheet requires, for higher education, that the applicant be over 17 years old and have been admitted by a recognised higher education institution for a full-time programme, and that to lodge the application at the consulate you be of legal age or, for higher education, have turned 17.
Homologación of the school-leaving certificate to the Spanish Título de Bachiller, or the volante proving the procedure has been started
UNEDasiss states that for education systems other than the EU and reciprocity-agreement ones the documentation is, in general, the document proving the homologation of the studies to the Spanish bachillerato, and that if you do not have it yet you must present a copy of the academic records of the last two pre-university years legalised by Hague apostille or diplomatic legalisation together with a volante showing you have started the homologation procedure.
Sufficient equivalence of the foreign studies to the Spanish reference qualification in academic level, duration and content
The Ministry of Education states that foreign studies are homologated only when they are official in their own education system, when there is sufficient equivalence with the Spanish studies or reference qualification in academic level, duration and content, when the foreign studies are fully completed, and when every preceding year has been passed.
UNEDasiss accreditation with the Calificación de Acceso, applied for online and paid before it is processed
UNEDasiss states that to enter a public university in Spain you will need the UNEDasiss accreditation with the Calificación de Acceso, which converts your home grades onto the Spanish scale, and that you must also sit PCE examinations.
PCE specific-competence examinations set by the UNED; UNEDasiss recommends presenting at least 4 subjects for a public university
UNEDasiss states that to enter a public university in Spain you need the UNEDasiss accreditation with the Calificación de Acceso and to sit PCE, with at least 4 subjects recommended, and that which subjects you sit depends on the admission criteria of the university you want to enter — a Bachillerato modality needs 4 PCE subjects, and configuring the PCE like the Spanish PAU needs at least 4 compulsory subjects plus one or two optional ones.
Health insurance with an insurer authorised to operate in Spain, with cover comparable to the Spanish National Health System
The Ministerio de Inclusión sheet requires you to hold health insurance contracted with an insurance entity authorised to operate in Spain, with benefits similar to those granted by the basic common portfolio of the National Health System.
Medical certificate showing you do not have a disease with serious public-health consequences under the 2005 International Health Regulations
The Ministerio de Inclusión sheet lists a medical certificate proving that the applicant does not suffer from any of the diseases that can have serious public-health consequences under the 2005 International Health Regulations, and notes that it is not required when the long-stay authorisation is applied for from inside Spain.
Criminal record certificate from your country of origin, when the stay is longer than six months
The Ministerio de Inclusión sheet requires, where the stay exceeds six months and the applicant is of criminal age, a criminal record certificate issued by the authorities of the country of origin or of the country of residence over the last five years.
Long-stay study authorisation (estancia por estudios) applied for at the Spanish consulate at least two months before the studies begin
The Ministerio de Inclusión sheet requires the application to be submitted at least two months before the date the studies start, unless it is impossible because of fixed enrolment dates or other exceptional reasons, and sets a maximum of one month for the consulate to notify its decision.
Proof of admission to the institution and of having paid the enrolment or matriculation fees
The Ministerio de Inclusión sheet requires documentation proving that you have been admitted to a recognised higher education institution for a full-time programme leading to a recognised higher education qualification, having paid the enrolment or matriculation fees. The admission decision itself is the university's.
