What you need to apply
General country requirements
This entry is general Bachelor’s admission in Finland: the university is in the catalogue but its individual programme pages are not verified yet, so the country's general requirements are shown instead.
Check the university’s own page before you plan around it.
Finland, bachelor’s
A Finnish bachelor asks for a high-school diploma that qualifies you for higher education in your home country; the page states no number of school years, so an Uzbek 11-year attestat is read as meeting it. You apply in January through Studyinfo.fi, choose up to six programmes on one application, and start in September. Degrees are taught in Finnish, Swedish or English, and for the English-taught ones proficiency is shown with IELTS, TOEFL, PTE or Cambridge, with the score set by the programme. For the residence permit Migri requires 800 euros a month, 9600 euros a year.
With an Uzbek attestat (11 years)
Straight into the first year
Study in Finland, run by the Finnish National Agency for Education, states that you'll need a high-school diploma that qualifies you for higher education in your home country. The page says nothing about how many school years that takes, so it is silent about an 11-year attestat; because the Uzbek attestat does open higher education in Uzbekistan, the reading taken here is that you apply directly with no bridging year. The final decision is each university's own, so confirm it with the programme before you count on it.
Documents
School certificate
You'll need a high-school diploma that qualifies you for higher education in your home country.
Academic transcript
Not checked yetThe grade supplement behind the school certificate is what an admission officer reads; the official page names the diploma and not the transcript, so confirm the set with the programme.
English certificate
The language certificate is the proof of the IELTS, TOEFL, PTE or Cambridge result the programme asks for.
Financial statement
For the residence permit the official minimum requirement set by Finnish Immigration Service Migri is 800 euros per month, that is 9600 euros per year.
Passport
Not checked yetIdentity is verified in person at the nearest Finnish embassy or consulate, so a valid passport is what you bring; the page describes the appointment rather than listing the document.
Certified translation
Not checked yetAn Uzbek certificate or diploma is issued in Uzbek, so an official translation is what a Finnish institution works from; the official pages read here do not state the translation rules, so confirm them with the institution.
ApostilleOptional
Finland (in force 26 August 1985) and Uzbekistan (15 April 2012) are both parties to the Hague Apostille Convention, so where a Finnish institution asks for legalisation an apostille is what you get, not consular legalisation; the admissions pages read here do not ask for one.
PhotographOptional
Not checked yetA facial image belongs to a residence permit card application, but the official pages read here do not list it — check what Enter Finland asks for when you fill the form.

Tests
Teaching is in English
Non-native English speakers typically must demonstrate their proficiency through exams like IELTS, TOEFL, PTE or Cambridge tests; the official page names the tests but no minimum score, so the programme sets it.
Teaching is in FinnishOptional
Not checked yetProgrammes taught in Finnish or Swedish ask for those languages instead, and the official page read here speaks only about English-taught degrees, so it states no level.

Other requirements
One joint application at Studyinfo.fi for up to six degree programmes
Application for Finland's universities and universities of applied sciences (UAS) is done online at Studyinfo.fi, the official Finnish application portal, and you can apply to up to six degree programmes with one single application within the same application period.
Application sent in the January joint application round for a September start
The Studyinfo.fi joint application to studies starting in September is arranged annually in January.
Application fee for non-EU/EEA applicants, in the amount the institution charges
Non-EU/EEA applicants usually need to pay an application fee; the official page states that the fee exists but not its amount.
Residence permit for studies applied for in the Enter Finland portal after admission
You apply through the Enter Finland portal after receiving admission, submit the documents online and then book and attend an appointment at the nearest Finnish embassy or consulate for identity verification.
Valid insurance for the whole stay
You must also have valid insurance; the Study in Finland page states the requirement but not the amount of cover, which Migri sets.
Programme entrance exam, SAT or GMAT, or an interview where the programme requires oneOptional
Programme-specific admissions may include entrance exams, SAT or GMAT tests, or interviews, and the exact requirements vary by programme and institution.
Recognition decision from the Finnish National Agency for Education where an authority asks for oneOptional
Recognition of qualifications refers to a decision on the eligibility that foreign qualifications provide when applying for a job or study place, and recognition decisions are made by competent authorities, educational establishments, higher education institutions and employers.
