Kyrgyzstan, bachelor’s
Admission to Kyrgyzstan runs without the national ORT test: for foreign citizens the university holds its own entrance examination. The attestat goes through the Ministry of Education and Science, and without its certificate of conformity of the education level you cannot be enrolled. Document intake opens on 20 June, the examinations and the enrolment for foreign citizens may run to 15 October, and an Uzbek citizen enters visa-free for up to 60 days while the study visa (type S) for up to a year is issued inside Kyrgyzstan. Teaching runs in the state language, Kyrgyz, and the official language, Russian, and educational services may also be provided in a foreign language; no national entrance language test is set, so the university states the language and the level of proof it wants.
With an Uzbek attestat (11 years)
Straight into the first year
With an Uzbek 11-year attestat you enter the bachelor programme directly: no bridging year is required. Clause 4.6 of the Admission Order attaches one condition — the attestat has to be found equivalent to the Kyrgyz state document on secondary general education and the Ministry of Education and Science has to issue its certificate of conformity. The Order does not name the Uzbek attestat specifically, so the outcome of that expertise is not guaranteed in advance: send the documents to the Ministry early.

Clause 4.6: foreign citizens must present to the admissions committee an education document equivalent to the Kyrgyz state document on secondary general, secondary vocational or higher vocational education.

Not checked yetClause 4.4 asks for the original or a certified photocopy of the state-standard education document and does not name the grade supplement separately; an Uzbek attestat or diploma is issued together with its supplement, so bring both.

Clause 4.4: with the application the applicant submits the original or a certified photocopy of the documents proving identity and citizenship.
Photograph
Clause 4.4 also asks for the required number of photographs; the Order does not say how many, so the university names the number and the format.
Apostille
The HCCH status table shows both countries as parties to the 1961 Apostille Convention — in force for Kyrgyzstan on 31 July 2011 and for Uzbekistan on 15 April 2012 — so an Uzbek document is apostilled at home and needs no consular legalisation for Kyrgyzstan.

Not checked yetNone of the official Kyrgyz pages read for this file states in which language a foreign education document must be submitted. The Ministry of Foreign Affairs legalisation page explains only how an apostille is put on a document and says nothing about translation, so ask the university and the Ministry of Education whether a notarised translation is needed before you pay for one.

The Instruction's list of documents for a study visa (type S), clause 36(6), does not include proof of funds: it asks for a copy of the valid travel document, a written request from the head of the educational organisation registered in Kyrgyzstan, and a certified copy of the individual study contract for a long-term visa. Budget for tuition and living costs anyway — no official amount is published.

Clause 8.6 gives a preferential right at state and municipal higher education organisations to applicants holding the state certificate of state-language proficiency issued under the Kyrgyztest system; the Order sets no level and makes no language test compulsory for a foreign applicant.

Article 11 of the 2023 Law on Education says the state creates conditions for learning the state, the official and one foreign language at all levels of education, and that educational services may be provided in a foreign language; the Law sets no entrance language level, so the teaching language and the level required are the university's to state.

Other requirements
Admission of foreign citizens under Kyrgyz law, an international treaty or a contract with the university
Clause 1.8 of the Admission Order: study by citizens of other states at Kyrgyz universities is carried out under the legislation of the Kyrgyz Republic, under international treaties in force, and on the basis of contracts between educational organisations or with individual citizens.
Certificate of conformity of the education level from the Ministry of Education
Clause 4.6: the expertise of a foreign citizen's documents is carried out by the Ministry of Education and Science, and enrolment of a foreign citizen without its certificate of conformity of the level of education is not allowed.
University entrance examinations, not the national ORT test
Clause 5.3: the university holds entrance examinations exclusively for applicants to programmes that do not require ORT results and for applicants who are foreign citizens — so a foreign applicant sits the university's own examination rather than the Kyrgyz national ORT.
Application and enrolment dates for foreign citizens
Clause 4.1 opens document intake for fee-paying places on 20 June; clause 5.7 runs the entrance examinations from 10 July to 20 August and allows them to be extended to 15 October for foreign citizens; clause 8.4 closes enrolment on fee-paying full-time places on 25 August, extendable to 15 October for foreign citizens.
Study visa type S: up to 90 days on entry, up to one year issued inside Kyrgyzstan
Clause 18 of the MFA Instruction: a study visa (type S) is issued to an applicant entering the Kyrgyz Republic in order to study, for up to 90 days, and a type S visa is issued inside the Kyrgyz Republic for up to one year where the holder studies at an educational organisation registered in Kyrgyzstan.
