Singapore, bachelor’s

In Singapore the university sets its own entry rules — the Ministry of Education sends applicants to autonomous universities' own websites. Teaching is in English, and on NTU's page an Uzbek attestat falls into the category of other international qualifications not listed and is judged case by case; the English bar there is IELTS 6 or TOEFL iBT 90, which are NTU's figures. After the offer comes the ICA Student's Pass: apply two to three months before the course starts, pay S$45, supply official translations, then a medical examination report and S$60.

One year at a university in Uzbekistan

Singapore publishes no national university entry rule: the Ministry of Education says to visit the respective institutions' websites for arts institutions and autonomous universities. The university page read for this file does not name the Uzbek attestat and puts it in the row for other international qualifications not listed, so the answer is not knowable in advance. The most conservative option is therefore taken: add a further year in Uzbekistan after the attestat — a college, a lyceum or a first university year — and check your own case with the university you pick.

  • School certificate

    The school-leaving qualification is what the application form is chosen by: only one electronic application form corresponds to your high school qualification can be submitted.

  • Academic transcript

    Supporting documents are listed in the applicant's checklist after application and must be submitted by the deadline, and applicants awaiting actual results must key in and upload their result slip. The grade record is part of that set.

  • Passport

    The application asks for your travel document biodata page and birth certificate, if applicable.

  • Photograph

    Your recent, passport-sized, digital, colour photograph taken within the last three months.

  • Financial statement

    The application asks for your personal information, including the list of countries or places you have previously resided in, your educational background, employment history and financial support. No amount is published, so none is given here.

  • Certified translation

    You will need to provide original documents and official translations for documents in languages other than English. ICA accepts translations provided by the embassy of the country that issued the document, translations produced by a notary public in Singapore or in the issuing country, and privately created translations attested by that embassy or notarised by a notary public.

  • ApostilleOptional

    ICA asks for official translations and says nothing about legalisation, so an apostille is not part of the Student's Pass file. Singapore and Uzbekistan are both contracting parties to the 1961 Apostille Convention (Singapore in force 16-IX-2021, Uzbekistan 15-IV-2012), so an apostille is available if a university asks for a legalised document.

    IELTS 6

    NTU's footnote asks for IELTS at least 6 overall, writing 6, verbal 6, and says the English proof is compulsory if applying for scholarships and/or non-Engineering and non-Science programmes except the Chinese programme. This is NTU's minimum, not Singapore's — every university sets its own.

  • TOEFL iBT 90

    The same NTU footnote accepts TOEFL iBT or TOEFL iBT Home Edition at least 90 with speaking 25 in place of IELTS. This is NTU's minimum, not Singapore's.

  • Teaching is in English

    The university's admission page asks applicants who did not take English at school for an English test score, which is how the English-medium teaching shows up in the entry rules.

  • SAT 1,250 (optional)Optional

    The same NTU footnote accepts SAT at least 1250 as one of the ways to show English, alongside CEFR B2, IGCSE O Level first language at grade A, MUET at least 4 and Cambridge English Advanced at least 170. This is NTU's list, not Singapore's.

    NTU's application table has a row for all other international qualifications not listed below, giving German Abitur, Turkish High School, New Zealand NCEA, Bangladesh HSC, Pakistan HSC and Iran High School Diploma as examples. An Uzbek attestat is not named on the page, so it falls into that row and is judged case by case. This is one university's page, not a national rule.

  • Application fee of SGD25 for international applicants

    The application fee payable is SGD25 for international applicants, SGD15 for Singaporeans and Singapore Permanent Residents, and it is non-waivable and non-refundable whether the application succeeds or not. This is NTU's fee; other universities set their own.

  • Translation of documents into English before upload

    The university's instruction is that documents in Chinese, Bahasa Indonesia and Malay do not need to be translated into English, and that for documents in other languages it is necessary to get your teacher or a professional translator to translate into English before uploading. An Uzbek or Russian document therefore goes in with an English translation.

  • Student's Pass from the Immigration and Checkpoints Authority

    A foreigner who has been accepted by an educational institution to pursue full-time studies in Singapore will need to apply for a Student's Pass unless he or she has a valid Dependant's Pass, Long-Term Visit Pass, Immigration Exemption Order or Short-Term Visit Pass.

  • Acceptance on an approved full-time course — part-time, evening and weekend courses do not qualify

    To apply for a Student's Pass, you must be accepted into an approved full-time course in Singapore. Part-time courses and courses conducted in the evening or on weekends are not eligible.

  • Registration Acknowledgement Letter from the institution

    The document list for an Institute of Higher Learning application opens with the Registration Acknowledgement Letter from the school you plan to attend.

  • Online application at least two months and not more than three months before the course begins

    You will need to apply online using the e-Service at least two months and not more than three months before course begins; you do not need to be in Singapore while your application is being processed.

  • Non-refundable processing fee of S$45 with the Student's Pass application

    A non-refundable S$45 processing fee is payable; payment can be made by Visa or MasterCard credit or debit card, American Express, Internet Direct Debit or PayNow.

  • Issuance fee of S$60 for the Student's Pass, plus S$30 for a multiple journey visa where one applies

    A S$60 issuance fee for Student's Pass and a S$30 for Multiple Journey Visa, if applicable, are payable via Internet Banking, AMEX, a Visa or MasterCard credit or debit card online.

  • Medical Examination Report before the Student's Pass is issued

    Before your Student's Pass can be issued, you will need to download and submit a Medical Examination Report, if applicable.

  • In-Principle Approval letter, with the entry visa included in it where one is needed

    If your application is successful, ICA will issue you an In-Principle Approval letter; if you require a visa to enter Singapore, the visa will be automatically included in your IPA letter, and you must be in Singapore on a valid immigration pass for the completion of formalities.
