What you need to apply

General rules of the region · CIS and Central Asia

We have no separate rules for Turkmenistan, so below are the general rules for CIS and Central Asia. Check the exact list with the university and the embassy.

CIS and Central Asia, bachelor’s

These are the general admission rules of CIS and Central Asia, shown for Turkmenistan because its own rules have not been checked one by one yet: the school-leaving attestat with its transcript, certified translations, legalised documents, a recognition check of the qualification and proof of the language the programme is taught in. Every figure — scores, money, deadlines — belongs to the university in Turkmenistan and to its embassy, not to the region, so treat this as the shape of the answer and confirm each line with them. Teaching is in the national language of Turkmenistan and in many places in Russian as well, with a smaller English-taught offer, so the course page says which of them you have to prove.

With an Uzbek attestat (11 years)

Straight into the first year

An Uzbek attestat is issued after eleven years of school, and universities across this region commonly admit on the attestat itself rather than through a bridging year. None of the regional and international pages this template rests on states a number of school years for Turkmenistan, so treat the direct route as the region's habit and not as a promise. Entrance examinations, quotas and a language test stay the university's own, and Turkmenistan may want the attestat recognised first — confirm both with the university and the ministry.

Legalising your documents
The HCCH status table does not list Turkmenistan as a Contracting Party to the 1961 Apostille Convention, so documents are normally legalised through the consulate of Turkmenistan rather than with an apostille. Territories covered by another state’s extension of the Convention are the exception, and are worth asking about. This is a general rule of the region; the university and the embassy of Turkmenistan set the exact list.

Documents

  • School certificate

The school-leaving attestat together with its transcript, in the original and in a certified translation. The ENIC-NARIC network's page on the Lisbon Recognition Convention (ETS No. 165) states that a foreign qualification must be recognised unless the recognising authority can demonstrate that it is substantially different, and that the responsibility to show that lies with the body doing the assessment. This is a general rule of the region; the university and the embassy of Turkmenistan set the exact list.

  • Academic transcript

The full transcript of subjects, hours and grades, because that is what an assessment of the qualification is made on. The ENIC-NARIC page on the UNESCO Global Convention says the convention establishes universal principles for fair, transparent and non-discriminatory recognition of higher education qualifications and of qualifications giving access to higher education; it lists no documents, so the list belongs to the university. This is a general rule of the region; the university and the embassy of Turkmenistan set the exact list.

  • Certified translation

A certified translation of every document into the language the university works in, or into English. The national information centre of Turkmenistan — the ENIC-NARIC network names it on its Countries of the Networks list — publishes which translators and which certifications it accepts. This is a general rule of the region; the university and the embassy of Turkmenistan set the exact list.

  • Apostille

The HCCH status table does not list Turkmenistan as a Contracting Party to the 1961 Apostille Convention, so documents are normally legalised through the consulate of Turkmenistan rather than with an apostille. Territories covered by another state’s extension of the Convention are the exception, and are worth asking about. This is a general rule of the region; the university and the embassy of Turkmenistan set the exact list.

Other requirements

  • Recognition of the foreign qualification by the national information centre

Before or during the application the qualification is usually checked by the national information centre of Turkmenistan, the body the ENIC-NARIC network lists; its page says whether the centre, the ministry or the university itself issues the statement of comparability, and how long it takes. This is a general rule of the region; the university and the embassy of Turkmenistan set the exact list.

  • Proof of the language the programme is taught in

Every programme states the language it is taught in and the proof of that language it accepts. Where the proof is stated as a CEFR level, the European Commission's Europass page describes what the six levels A1 to C2 mean; it names no level for university entry, and no single level holds across the region, so the level is the programme's own. This is a general rule of the region; the university and the embassy of Turkmenistan set the exact list.

  • Any one of these is enough

IELTS Academic, for a programme taught in EnglishOptional

A programme taught in English asks for an English test. IELTS say on their own page to choose IELTS Academic if you wish to study at undergraduate or postgraduate levels. The minimum band belongs to the programme: no score holds for a whole region, so this row carries none. This is a general rule of the region; the university and the embassy of Turkmenistan set the exact list.

  • TOEFL iBT, accepted in place of IELTS by most universitiesOptional

ETS describes TOEFL iBT as accepted worldwide and as measuring the four academic English skills. Whether the university in Turkmenistan takes it in place of IELTS, and at what score, is the programme's own rule, so this row carries no score. This is a general rule of the region; the university and the embassy of Turkmenistan set the exact list.
