Germany, bachelor’s
A German bachelor needs an HZB — a recognised higher education entrance qualification. An Uzbek 11-year attestat usually is not one on its own: anabin and the DAAD database normally ask for a Studienkolleg or one to two completed years at an Uzbek university. German-taught programmes ask for DSH-2 or TestDaF 4x4; English-taught ones usually IELTS 6.0–6.5. Documents mostly go through uni-assist, and the visa needs a blocked account of €11,904.
With an Uzbek attestat (11 years)
Studienkolleg
Direct entry on an 11-year attestat is normally not possible: first a Studienkolleg and the Feststellungsprüfung, or one to two completed years at an Uzbek university. anabin and the DAAD database give the exact answer.
Documents
School certificate
Certified copy of the school-leaving certificate; uni-assist states which certificates it wants and in what form.
Certified translation
uni-assist requires certified translations of every certificate that is not in German or English, made by a sworn translator.
Academic transcript
The subject-by-subject record behind the certificate; uni-assist calculates the German grade from it.
Passport
A passport still valid for at least another year, plus one copy, as the German Embassy Tashkent's national-visa document list states.
Financial statement
Not checked yetFinancing has to be secured before the visa: a blocked account, a declaration of support (Verpflichtungserklärung) or a recognised scholarship. The Federal Foreign Office sets the blocked-account sum at the maximum BAföG support rate — €992 per month, €11,904 for a year — and refers applicants to the competent mission for the figure in force. The German Embassy Tashkent does not publish it on its national-visa page, so confirm the amount with the embassy before you transfer anything.
Photograph
Two biometric passport photographs, 3.5 × 4.5 cm and no older than six months.
English certificateOptional
Required for an English-taught programme; a German-taught one asks for DSH or TestDaF instead. uni-assist treats a language certificate as its own document category.

Teaching is in German: DSH (German) 2
German-taught programmes normally ask for DSH-2 or the equivalent. Confirm on the programme page — this is common practice, not a figure this template read off an official page.
Teaching is in German: TestDaF (German) 4
TestDaF with TDN 4 in all four parts is the usual alternative to DSH-2.

Minimum grades and years of school
12 years of school
German recognition practice compares an Uzbek 11-year attestat against a 12–13-year Abitur, which is why it is normally topped up rather than accepted alone. The exact answer for your certificate is the DAAD database’s, not this template’s.
4 on the Uzbek 5-point scale
An indicative attestat average. uni-assist converts your marks to a German grade (1.0 best, 4.0 pass) and each programme sets its own cut-off, often by numerus clausus.

Other requirements
A recognised higher education entrance qualification (Hochschulzugangsberechtigung)
Either a school certificate anabin accepts directly, or a Feststellungsprüfung, or the years of university study the DAAD database asks for.
Health insurance valid in Germany for the whole of the studies
Until German statutory insurance can take over, the Embassy in Tashkent asks for private German incoming cover valid across the Schengen area with a minimum sum insured of €30,000. Proof of insurance is a condition of enrolment, not only of the visa.
