Eiffel is the flagship scholarship of the French foreign ministry, built so that French institutions can attract strong foreign students. The catch is procedural: a student cannot apply directly, because only a French higher education institution may file the dossier with Campus France. So you apply for admission first and then ask that institution's international office to nominate you.

What it covers
Full: tuition and living costs
EUR 1,200 a month at master's level and EUR 2,000 at doctoral level, from January 2026. Holders of a French government scholarship are exempt from tuition on programmes leading to a national diploma at public institutions, and the programme adds a partial reimbursement of the international flight, domestic transport on arrival, health insurance and help finding housing.
