Sciences Po runs the Émile Boutmy scholarship for strong candidates from outside the European Union, and it applies to undergraduate as well as master's entry. The test has two halves: a non-EU nationality and a household that does not file taxes in the EU. One detail matters a great deal — the scholarship cannot be requested after admission, so the interest has to be flagged inside the application itself.
