The same government scholarship, but the nomination comes from a Japanese university rather than the embassy. Universities normally pick candidates under student-exchange agreements with partner institutions abroad and put them forward to MEXT. The page notes that only universities approved by MEXT may recommend, and the nationality rule from MEXT's guidelines — the nationality of a country with diplomatic relations with Japan — applies on this route too.

The terms match the embassy route: tuition exempt, a return flight and a monthly stipend — 143,000 to 145,000 yen at graduate level and 117,000 yen at undergraduate level per the table.
