The University of Groningen's Eric Bleumink Fund fully funds incoming master's students from developing countries, and Uzbekistan is named outright on its official country list. There is no separate scholarship form: the university picks candidates out of its master's applicant pool and tells the nominee. What matters, therefore, is a strong master's application filed on time.

The master's application has to be in before 1 December for a candidate to be considered, and a provisional or unconditional admission must arrive before February. Only courses starting in September qualify.
