The Russian Government Quota is a state-funded programme that lets foreign citizens study at leading Russian universities on the federal budget. The page states plainly that only foreign citizens may apply for it. Selection is competitive and is run abroad through Rossotrudnichestvo offices and Russian embassies and consulates.

Full: tuition and living costs
The page says the quota covers full tuition, preparatory courses for those who do not speak Russian, and a monthly scholarship for the whole period of study. A dormitory place is provided but is charged: 2,500 to 3,769 roubles a month for students funded by the state. The page says nothing about travel.

For the 2027/2028 academic year the page gives two deadlines: 15 December 2026 for CIS countries and 15 January 2027 for everyone else. Uzbekistan is a CIS country, so the December date applies. The page does not say when applications open.
