Saudi Arabia's Ministry of Education takes scholarship students from all countries of the world into the kingdom's 27 public universities. The ministry page says students from more than 200 countries study there and that scholarship holders pay no tuition. Health and medical specialities are excluded from the open application route.

Full tuition
The ministry page splits the award into three types: a free scholarship with the full set of benefits, a partial one (a study place only, or a place plus housing) and a paid grant. The benefits an external scholarship holder may receive are listed as health care, a one-off payment on arrival, housing, the same benefits the institution's other students get, and annual travel tickets. No amounts are published; the institution's council sets them.

There is no single central date: the page says the opening of the scholarship application is set by the academic-year requirements of each university. Watch the admission window of the university you have chosen, or apply through the Saudi cultural attaché or embassy.
