The same government scholarship runs at master's level: Saudi Arabia's Ministry of Education admits foreign students to the 27 public universities without tuition fees. The ministry page sets the age ceiling for a master's candidate at 30. You apply to the university you have chosen, or through the Saudi cultural attaché in your country.

What it covers
Full tuition
The ministry page splits the award into three types: a free scholarship with the full set of benefits, a partial one (a study place only, or a place plus housing) and a paid grant. The benefits an external scholarship holder may receive are listed as health care, a one-off payment on arrival, housing, the same benefits the institution's other students get, and annual travel tickets. No amounts are published; the institution's council sets them.
