KAUST on the Red Sea coast is a graduate-only university in science and engineering that teaches in English. Its pages state that all admitted master's students receive the fully funded KAUST Fellowship, and that the university is looking for students from around the world. The master's runs 1.5 years without a thesis or 2 years with one.

Full: tuition and living costs

The page lists full tuition and bench fee coverage worth up to USD 35,000 a year, a monthly stipend worth USD 20,000 a year for master's students, base accommodation, health insurance for the student and eligible dependents living on campus, and relocation support covering visa, relocation and travel. Some students with external sponsorship may not be eligible for the fellowship.
