Bilkent University in Ankara assesses international applicants who ask for financial assistance on their school grades, national and international exam scores and programme choice. The page states outright that applicants who have or once had Turkish citizenship are not eligible, so the award is for foreign nationals. It runs through the degree but has conditions for keeping it.

Dates
There is no separate deadline: the scholarship is considered together with your programme application. Work to the admission deadline of the programme you choose.
No separate scholarship deadline is published: the applicant asks for financial assistance when applying to the university and the assessment happens inside that application. The university's international admission calendar is what to follow.
