Azerbaijan, bachelor’s
Admission to Azerbaijan runs through the centralised SIACAS platform at portal.edu.az and the application is free: you choose the institution and the speciality, and the institution itself decides. A bachelor place asks for a school leaving certificate, and that document has to go through nostrification. The State Examination Centre entrance exam applies to a holder of a permanent residence permit, not to an applicant applying from abroad. The language of instruction is Azerbaijani, Russian, Turkish or English, with a preparation course for those who do not meet the language requirement; a citizen of Uzbekistan needs no visa, but must register upon place of stay within 15 days of arrival and obtain a temporary residence permit within 90 days.
With an Uzbek attestat (11 years)
Straight into the first year
The official admissions FAQ says: "generally, for a bachelor degree, you should have a school leaving certificate", and the State Examination Centre exam is not required of an applicant applying from abroad — that exam applies to holders of a permanent residence permit. So with an Uzbek 11-year attestat you apply to a bachelor programme directly and no bridging year is compulsory. Two conditions attach. First, the attestat has to be recognised (nostrified) under the rules approved by resolution of the Cabinet of Ministers No. 64 of 13 May 2003. Second, the language. None of the pages read here states how many years of schooling the certificate must represent or what minimum score is wanted, so put both questions to the university in advance; if you do not meet the language requirement, the preparation course route is open.

Apostille
On the HCCH status table for the 1961 Apostille Convention both Uzbekistan (entry into force 15 April 2012) and Azerbaijan (entry into force 2 March 2005) are listed as contracting parties, so an Uzbek school or university document is legalised for Azerbaijan with an apostille rather than with consular legalisation; the Study in Azerbaijan recognition page also names the Hague convention abolishing the requirement of legalisation for foreign public documents among the acts it works under.

Not checked yetNone of the official pages read here states a translation or notarisation rule for the education documents, so plan for a certified translation but confirm the required language and certification with the institution that assesses your SIACAS application.
PhotographOptional
Two colour photographs 3x4 cm matching biometric identification requirements appear in the visa document list under article 36 of the Migration Code; the admission document list on the same portal does not ask for photographs, and a citizen of Uzbekistan needs no visa, so treat photographs as a visa-route item and as something the university may ask for separately.

The admission document list names a language certificate with the qualifier "if available", and no page read here publishes a minimum IELTS, TOEFL or Azerbaijani-language score, so bring the certificate you hold and ask the institution what score it wants.
Financial statementOptional
On the self-funded channel the student's tuition, international transportation, insurance and living expenses are covered by her or himself; none of the official pages read here publishes a proof-of-funds amount or names a bank statement as an admission document, so budget for the full cost and ask the institution and the migration authority what evidence of means they want.

Centralised application through SIACAS at portal.edu.az
SIACAS (Study in Azerbaijan Centralized Admission Service) is an online platform located at portal.edu.az and organizing the admission of international students to higher education and secondary special institutions in Azerbaijan; everybody wishing to study in Azerbaijan may register via SIACAS, choose the institution and speciality and apply.
The institution assesses the application and may ask for more documents, an interview or a payment
The submitted application is redirected to the respective institution for assessment; depending on the institution's reaction the applicant may be asked to submit additional documents, participate in an online or offline interview and/or make a payment.
Recognition (nostrification) of the foreign education document
Recognition of foreign qualifications in Azerbaijan runs under the "Rules of recognition of specialties of foreign states in the sphere of the higher education and determination of their equivalence (nostrification)" approved by resolution of the Cabinet of Ministers No. 64 of 13 May 2003, and the Ministry of Science and Education carries out that nostrification.
General health document and HIV/AIDS test document
The admissions FAQ lists a general health document and an HIV/AIDS test document among the documents required for admission.
Temporary residence permit within 90 days of entry; full-time study is a ground for it
The admissions FAQ says that under Azerbaijani legislation those who do not hold a residence permit must obtain a permit for temporary residence within 90 days from the day of entering Azerbaijan, and that in case you do not obtain this document you will be expelled from the student list.
Full-time study at a higher education institution is a statutory ground for a temporary residence permit
The State Migration Service page on temporary and permanent residence lists, among the cases in which foreigners and stateless persons are issued or extended a permit for temporary residence in Azerbaijan, the case in which they get full-time education at institutions of higher education and technical schools.
Registration upon place of stay within 15 days of arrival, free of charge
The State Migration Service states that foreigners temporarily staying in Azerbaijan for more than 15 days have to register upon place of stay, applying within 15 days after arrival through the Service's electronic services, by e-mail, in person at a regional migration department or at an ASAN service centre with an application form and a copy of the passport; no state fee is required and failure to register within the period is a basis for administrative liability.
