What documents and grades do you need to study in Azerbaijan?
Admission to Azerbaijan runs through the centralised SIACAS platform at portal.edu.az and the application is free: you choose the institution and the speciality, and the institution itself decides. A bachelor place asks for a school leaving certificate, and that document has to go through nostrification. The State Examination Centre entrance exam applies to a holder of a permanent residence permit, not to an applicant applying from abroad. The language of instruction is Azerbaijani, Russian, Turkish or English, with a preparation course for those who do not meet the language requirement; a citizen of Uzbekistan needs no visa, but must register upon place of stay within 15 days of arrival and obtain a temporary residence permit within 90 days.
Foundation year
The preparation course is the official route for an applicant who does not speak the language of instruction in Azerbaijan. The portal states that before the educational period begins, applicants who do not meet the language requirements should have training in the chosen language of instruction; the duration is defined during the admission process and may last a year or several months, and a certificate of knowledge of that language is issued on completion. The portal names 19 universities that run preparation courses. With an Uzbek attestat (11 years)
Language year
The preparation course does not replace the Uzbek 11-year attestat and does not top it up — it exists for the language alone. The portal says so plainly: applicants who do not meet the language requirements take training in the chosen language of instruction before studies begin and receive a certificate. If you enter a Russian-taught or English-taught programme and already have the language, this year is not needed — the attestat takes you into the bachelor programme directly. The portal gives an approximate course cost of 600–2000 USD per year, but the exact duration and the entry conditions are set by the university itself.

With an Uzbek attestat (11 years)
Straight into the first year
The official admissions FAQ says: "generally, for a bachelor degree, you should have a school leaving certificate", and the State Examination Centre exam is not required of an applicant applying from abroad — that exam applies to holders of a permanent residence permit. So with an Uzbek 11-year attestat you apply to a bachelor programme directly and no bridging year is compulsory. Two conditions attach. First, the attestat has to be recognised (nostrified) under the rules approved by resolution of the Cabinet of Ministers No. 64 of 13 May 2003. Second, the language. None of the pages read here states how many years of schooling the certificate must represent or what minimum score is wanted, so put both questions to the university in advance; if you do not meet the language requirement, the preparation course route is open.

Master’s
A master place is applied for through SIACAS at portal.edu.az as well, and free of charge. The official FAQ says a master degree asks for a bachelor degree in a relevant field of study; the diploma and the transcript go through nostrification and Uzbek documents are legalised with an apostille. The language of instruction is Azerbaijani, Russian, Turkish or English, a preparation course exists for applicants who do not meet the language requirement, and a master programme lasts 1.5 or 2 years (90 or 120 ECTS). A citizen of Uzbekistan needs no visa but must register within 15 days and obtain a temporary residence permit within 90 days.
With an Uzbek attestat (11 years)

At master level an 11-year attestat is not enough on its own and is not the deciding document: the official FAQ says that "for master degree, you have to have a bachelor degree in a relevant field of study".
