Canada, bachelor’s

A Canadian application has two stages: first the university or college for a letter of acceptance, then IRCC for the study permit. The permit needs the letter of acceptance, a provincial attestation letter (PAL or TAL), a passport and proof of funds — CAD 23,448 for living costs outside Quebec for applications from 1 September 2026. Universities usually ask for IELTS 6.5 or TOEFL 86. Many accept an 11-year attestat; some ask for an extra year or a college pathway.

With an Uzbek attestat (11 years)

Straight into the first year

Many Canadian universities accept an 11-year attestat, so direct entry is often possible. Some ask instead for a completed year at an Uzbek university or a college pathway.

    For applications made on or after 1 September 2026 a single student outside Quebec must show CAD 23,448 for living costs, on top of tuition and travel. Six months of bank statements or a Canadian guaranteed investment certificate are the usual evidence; Quebec sets its own figure.

Minimum grades and years of school

  • 12 years of school

    Canadian provinces finish secondary school after twelve years, so an 11-year attestat is assessed case by case: many universities accept it, others ask for a completed year of university or a college pathway.

  • 4 on the Uzbek 5-point scale

    An indicative attestat average for a competitive offer. Each university sets its own admission average.

Other requirements

  • Letter of acceptance from a designated learning institution

    Always required — the study permit application cannot be made without it.

  • Provincial or territorial attestation letter (PAL or TAL)

    Needed in most cases. The province issues it after the institution has admitted you.

  • Medical examination, where the length of stay or your circumstances require one

    Check if needed: it applies to stays over six months and to certain countries of residence.

  • Police certificate, where the visa office asks for one

    Listed as “check if needed”; some visa offices add country-specific documents as well.
