A Lithuanian bachelor starts from your school leaving certificate, certified by the Centre for Quality Assessment in Higher Education (SKVC). The programmes Study in Lithuania lists are taught in English, but the test and the score are written in each university's own admission rules. You apply straight to the university, and most deadlines for the autumn semester fall in June. You need both the national visa (D) and the temporary residence permit, and health insurance cover of EUR 5792.40.
With an Uzbek attestat (11 years)

Study in Lithuania says only that a bachelor needs the school leaving certificate of your country, certified by SKVC. The page never states how many school years are required, so it is silent about an Uzbek 11-year attestat. The conservative reading is taken here: if the SKVC assessment falls short, a year of university study at home or a preparatory course in Lithuania closes the gap.
