A Dutch application usually starts in the national Studielink portal and continues in the institution’s own system. English-taught programmes require IELTS, TOEFL or a Cambridge certificate. Fields such as medicine and psychology run a numerus fixus selection for a capped number of places.

Foundation year
An 11-year attestat falls below Dutch VWO: the usual answer is a foundation year or one completed year at an Uzbek university. Universities of applied sciences sometimes ask for less.

Any one of these is enough
IELTS 6
To study on an English-taught programme you must have passed an English language test; IELTS 6.0 is the usual bachelor figure, with 6.5 at research universities. The institution sets the number.
TOEFL iBT 80
TOEFL is among the tests Dutch institutions generally accept as proof.
Cambridge English 169
Cambridge English B2 First, C1 Advanced and C2 Proficiency are generally accepted; 169 on the Cambridge scale is the usual B2 First pass.
