Taiwan, bachelor’s

The Ministry of Education says an international student who meets the criteria of Article 2 or Article 3 of the Regulations Regarding International Students Undertaking Studies in Taiwan may apply, and that the application goes directly to the university during its own designated application period. National Taiwan Normal University puts the bar for a bachelor programme at least a high school diploma or equivalent; National Taiwan University adds that a school-leaver whose graduating year is equivalent to the second grade of a Taiwanese senior secondary school may still apply for an undergraduate degree and, if admitted, must take twelve supplementary credits. Teaching is in Chinese or in English, and the programme rather than the ministry sets the test and the score. The resident visa is taken at an R.O.C. overseas mission with the admission permit, a health certificate issued within three months, proof of funds for at least six consecutive months of living needs and documents authenticated by an R.O.C. overseas mission — Taiwan is not on the HCCH apostille status table, so an Uzbek apostille does not replace that authentication, and after arrival you have thirty days to apply for the Alien Resident Certificate.

Straight into the first year

The national text — the Standards for Recognition of Equivalent Educational Levels for University Admission — could not be opened in this run, because law.moj.gov.tw did not answer, so the answer rests on what the universities themselves publish. NTNU puts the bar at least a high school diploma or equivalent, which an Uzbek 11-year attestat is. NTU adds that a school-leaver whose graduating year is academically equivalent to the second grade of a Taiwanese senior secondary school is considered to have adequate academic ability and may apply for an undergraduate degree program, submitting academic transcripts for grades 7 to 11 and, once admitted, taking 12 supplementary credits. So you can apply directly with the attestat, but a university may attach those supplementary credits or conditions of its own — get written confirmation from each university before you pay anything.

  • School certificate

    The student resident visa file asks for the original and one photocopy of highest education diploma and transcripts for each year.

  • Academic transcript

    Not checked yet

    Applicants are required to submit their certificate of highest qualification earned and academic transcripts via the online application system, and high school graduates must submit academic transcripts for grades 10 to 12.

  • Passport

    The passport must be valid for at least 6 months and there are blank pages left in it. One photocopy of the passport bio-page including the holder's picture is required.

  • Photograph

    Paste on the application form two color passport-size photos (45 mm in height and 35 mm in width) with a white background taken within 6 months.

  • Financial statement

    Proof of financial support means bank statements or records of remittance provided by the applicant or his or her relatives within the third degree of kinship, and the amount showing on them when the visa application is submitted must be sufficient enough for at least a consecutive 6 months living needs; no figure is published, so the sum is judged by the mission.

  • Certified translation

    For diplomas and transcripts in languages other than Chinese or English, a Chinese- or English-translation version is also required, and the original-language documents together with the translation must be authenticated by an R.O.C. (Taiwan) overseas mission or attested by District Court or Notary Public.

Tests

  • Any one of these is enough

    Teaching is in Chinese (Mandarin)

    Applicants to programs taught in Chinese must provide proof of Chinese proficiency; the university points applicants to Chinese Language Proficiency Tests in CEFR Levels and asks them to follow the specific requirements of the program they apply to, and no national minimum level is published.

  • Teaching is in English

    Applicants to programs taught in English must provide proof of English proficiency, and the recognised tests named by the university are TOEFL (iBT or ITP), IELTS (Academic), TOEIC (Public Testing Programme), Cambridge English Qualification for General and Higher Education, Aptis General, GEPT (General English Proficiency Test) or BEST Test of English Proficiency; no minimum score is published on the page, so none is stated here.

  • International student status under the Regulations Regarding International Students Undertaking Studies in Taiwan

    International students who meet the criteria of Article 2 or Article 3 of the Regulations Regarding International Students Undertaking Studies in Taiwan are permitted to apply for admission to an educational institution in Taiwan.

  • Application made directly to the university during its designated application period

    An international student who wants to attend a university or tertiary college in Taiwan must apply directly to the university or college during its designated application period and submit the required documents. Applicants who pass the review or screening process will be issued an admission notice.

  • At least a high school diploma or equivalent for a bachelor programme

    National Taiwan Normal University, whose page is a university rule and not a national one, states the eligibility criterion as: For admission to Bachelor Programs: At least a high school diploma or equivalent.

  • Online visa application form printed with its bar code and signed

    Fill out the application form online at visawebapp.boca.gov.tw and print it out. Make sure the application form shows a bar code on it. Sign the application form.

  • Health certificate issued within three months by a designated hospital

    The health certificate should be issued within 3 months by one of the local hospitals designated by the Centers for Disease Control of Ministry of Health and Welfare of the R.O.C. (Taiwan) or a foreign hospital. Health certificates issued by foreign hospitals must be authenticated by an R.O.C. (Taiwan) overseas mission.

  • Admission permit from the university, required for the resident visa

    For school applications and admission permits, follow the instructions of the Regulations Regarding International Students Undertaking Studies in Taiwan promulgated by the Ministry of Education. The admission permit is required for Resident Visa application. Obtaining a school admission permit does not guarantee the issuance of a Resident Visa.

  • Authentication of the education documents by an R.O.C. (Taiwan) overseas mission

    Documents produced outside of the R.O.C. (Taiwan) must be authenticated by an R.O.C. (Taiwan) overseas mission, which the page defines as R.O.C. embassies, consulates and representative offices, or other agencies authorized by the Ministry of Foreign Affairs of the R.O.C.

  • An Uzbek apostille is not enough for Taiwan — Taiwan is absent from the HCCH Apostille status table

    The HCCH status table for the 1961 Apostille Convention lists Uzbekistan as a Contracting Party, with the Convention in force for it since 15 April 2012, but carries no entry for Taiwan at all; the consular-style authentication by an R.O.C. overseas mission described by the Bureau of Consular Affairs is therefore what applies, not an apostille.

  • Student resident visa applied for at an R.O.C. (Taiwan) overseas mission

    Applicants outside of the R.O.C. (Taiwan) who meet the requirements for students' Resident Visa are advised to apply for the visa from an R.O.C. (Taiwan) overseas mission.

  • Alien Resident Certificate applied for within 30 days of arrival

    Those who enter the R.O.C. (Taiwan) on a Resident Visa or get a Resident Visa after having arrived must apply for an Alien Resident Certificate and Re-entry Permit at local service centers of National Immigration Agency; the former must apply within 30 days from the next day of arrival, and duration of stay is noted on the Alien Resident Certificate.

    National Taiwan University, again a university page and not a national rule, states: High school graduates whose graduating year is academically equivalent to the second grade of a senior secondary school in Taiwan of a comparable academic level and nature is considered to have adequate academic ability and may apply for an undergraduate degree program. They must submit academic transcripts for grades 7 to 11. If admitted, they will be required to take 12 supplementary credits before graduation, in addition to their initial graduate credit requirements.

  • TOCFL — Test of Chinese as a Foreign Language, the Chinese test the Ministry of Education namesOptional

    The Ministry of Education's English site lists under Eligibility Testing the TOCFL: Test of Chinese as a Foreign Language and links it to tocfl.edu.tw; the ministry publishes no minimum TOCFL level for admission, so this row carries none, and the test only matters for a Chinese-taught programme.

  • Taiwan Scholarship from the Ministry of Education, applied for at an R.O.C. overseas missionOptional

    The Ministry of Education Taiwan Scholarship Program covers tuition and miscellaneous expenses of up to NTD 40,000 each semester and a monthly living allowance of NTD 15,000 or NTD 20,000, and may be held for 4 years for an undergraduate program; applications must be submitted to a Republic of China (ROC) overseas mission, and applicants must apply separately to a university for admission.
