What documents and grades do you need to study in Taiwan?

The Ministry of Education says an international student who meets the criteria of Article 2 or Article 3 of the Regulations Regarding International Students Undertaking Studies in Taiwan may apply, and that the application goes directly to the university during its own designated application period. National Taiwan Normal University puts the bar for a bachelor programme at least a high school diploma or equivalent; National Taiwan University adds that a school-leaver whose graduating year is equivalent to the second grade of a Taiwanese senior secondary school may still apply for an undergraduate degree and, if admitted, must take twelve supplementary credits. Teaching is in Chinese or in English, and the programme rather than the ministry sets the test and the score. The resident visa is taken at an R.O.C. overseas mission with the admission permit, a health certificate issued within three months, proof of funds for at least six consecutive months of living needs and documents authenticated by an R.O.C. overseas mission — Taiwan is not on the HCCH apostille status table, so an Uzbek apostille does not replace that authentication, and after arrival you have thirty days to apply for the Alien Resident Certificate.

Foundation year

A language year is a real route in Taiwan for a foreign school-leaver: the Ministry of Education says the country has 71 Mandarin Chinese Language Centers affiliated with a university, and the Bureau of Consular Affairs runs a separate resident visa category for studying Mandarin Chinese. That visa rests on a certificate of enrollment from a centre affiliated to a ministry-accredited university: it must show four months of study completed and registration for at least another three months, attendance must not be fewer than fifteen hours a week from Monday to Friday, and absences must not exceed a quarter of total class hours. The language year is not admission to a degree by itself — you still apply to the university separately afterwards. Documents go in with a Chinese or English translation and authentication by an R.O.C. overseas mission; an apostille does not do the job here.

With an Uzbek attestat (11 years)

Language year

This is the route itself. With an 11-year attestat you first join one of the 71 university Chinese centres: after four months of study and registration for at least another three, you take the resident visa or the residence for studying Mandarin, attending at least fifteen hours a week with absences under a quarter of the class hours. After the language year you apply to a bachelor programme separately — neither the Bureau of Consular Affairs nor the ministry calls study at a language centre an admission to a degree.

  • Academic transcript

    Original and one photocopy of transcripts: the school transcripts from the period of study at the Chinese centre.

  • Motivation letter

    A study plan is required, and study motives should be included in it.

  • Passport

    The passport must be valid for at least 6 months and there are blank pages left in it, and one photocopy of the passport bio-page including the holder's picture is required.

  • Photograph

    Paste on the application form two color passport-size photos (45 mm in height and 35 mm in width) with a white background taken within 6 months.

  • Financial statement

    Bank statements or records of remittance from the applicant or relatives within the third degree of kinship are required, and the amount showing on them when the visa application is submitted must be sufficient enough for at least a consecutive 3 months living needs; no figure is published, so the sum is judged by the mission.

  • Certified translation

    Documents that are in languages other than Chinese or English must be accompanied by a Chinese- or English-translation version, and the original-language documents and the accompanying translation must be authenticated by an R.O.C. (Taiwan) overseas mission.

Bachelor’s

With an Uzbek attestat (11 years)

Straight into the first year

The national text — the Standards for Recognition of Equivalent Educational Levels for University Admission — could not be opened in this run, because law.moj.gov.tw did not answer, so the answer rests on what the universities themselves publish. NTNU puts the bar at least a high school diploma or equivalent, which an Uzbek 11-year attestat is. NTU adds that a school-leaver whose graduating year is academically equivalent to the second grade of a Taiwanese senior secondary school is considered to have adequate academic ability and may apply for an undergraduate degree program, submitting academic transcripts for grades 7 to 11 and, once admitted, taking 12 supplementary credits. So you can apply directly with the attestat, but a university may attach those supplementary credits or conditions of its own — get written confirmation from each university before you pay anything.

For a master's programme the universities put the bar at least a Bachelor's degree or equivalent, and the application goes, as the Ministry of Education says, directly to the university during its own designated period. Teaching is in Chinese or in English, and it is the programme rather than the ministry that sets the test and the score — no national minimum is published. The resident visa is taken at an R.O.C. overseas mission with the admission permit, a health certificate issued within three months, proof of funds for at least six consecutive months, a passport valid for at least six months, and a diploma, transcript and translation authenticated by an R.O.C. overseas mission — Taiwan is absent from the HCCH apostille status table, so an Uzbek apostille does not replace that authentication, and after arrival you have thirty days to apply for the Alien Resident Certificate.

Work during study

  • International students need a work permit from the Ministry of Labor and may work at most 20 hours a week during the semester; in winter and summer vacations the 20-hour limit does not apply, but the general working-hour limit of the Labor Standards Act still does.

Work after graduation
