What documents and grades do you need to study in Egypt?

An international applicant to Egypt files through the Ministry of Higher Education's Study in Egypt platform. A Supreme Council of Universities resolution admits foreign students on the same conditions as holders of the Egyptian school certificate, and a qualification obtained abroad goes through that council's equivalency service. Applicants whose first language is not Arabic are exempted from the supplementary exams in Arabic, religious and national education, and the language requirement itself is the faculty's to set: the Alexandria University page read for this file asks for IELTS 5, TOEFL iBT 45, TOEFL PBT 450 or its own AUEPT exam at 60 per cent, while no national score is published. Egypt is not in the Apostille Convention, so documents are legalised through the consulate.

Bachelor’s

With an Uzbek attestat (11 years)

One year at a university in Uzbekistan

The resolution says: "Foreign students will be accepted in universities in the same conditions for the admission of students who have Egyptian high school certificate." Egyptian general secondary schooling is longer than the Uzbek eleven years, the source says nothing about an Uzbek attestat, and the resolution refers the decision to the Supreme Council of Universities' equivalency service. So the most conservative option is taken: add a further year in Uzbekistan after the attestat — a college, a lyceum or a first university year — and obtain the council's equivalency decision. The council has the final word.

Documents

  • School certificate

The applicant must have a high school diploma or its equivalent, and the document list names a copy of the educational certificate.

  • Passport

The document list for the Study in Egypt initiative names a valid passport copy.

  • Photograph

The document list names a personal photo of the student; the faculty page read for this file asks for six personal photographs, so bring several.

  • Academic transcriptOptional

The national pages ask only for a copy of the educational certificate. The Alexandria University faculty page read for this file asks applicants for their transcript as well, so prepare the grade supplement even though no national rule names it.

  • English certificateOptional

An English certificate is asked for by the faculties that teach in English; the faculty page read for this file lists IELTS, TOEFL and its own university test as the accepted proofs. An Arabic-taught programme asks for Arabic instead.

  • Certified translationOptional

None of the official pages read for this file states a translation rule. A document in Uzbek or Russian is normally submitted with a certified translation into Arabic or English before an Egyptian authority will act on it, and the consulate that legalises it is where to confirm the language.

  • Financial statementOptional

No page read for this file publishes a money amount or a proof-of-funds rule for study in Egypt, so no figure is given here. Ask the Egyptian mission that will issue your visa what it wants to see.

    Probably right

Other requirements

  • A secondary school certificate judged equivalent to the Egyptian one, admitted on the same conditions as Egyptian school-leavers

The Supreme Council of Universities resolution says foreign students will be accepted in universities in the same conditions for the admission of students who have Egyptian high school certificate and in the light of the rules governing qualified courses which accepted by every faculty.

  • Equivalency decision from the Supreme Council of Universities for a certificate obtained outside Egypt

The Supreme Council of Universities is the sole authority in the Arab Republic of Egypt responsible for equating academic degrees, and its equivalency service is what a qualification obtained abroad is put through.

    Probably right

  • Language requirement and any test set by the faculty, not by a national rule

No national page read for this file publishes a language rule for foreign students. The Alexandria University faculty page read for this file shows what a faculty can ask for, listing IELTS 5, TOEFL iBT 45, TOEFL PBT 450 and its own AUEPT exam at 60 per cent for postgraduate entry. Those are one faculty's numbers, not Egypt's, so they are not written as a country rule here.

  • Application submitted through the Ministry's Study in Egypt platform

The Ministry of Higher Education and Scientific Research carries the Study in Egypt admission platform (admission.study-in-egypt.gov.eg) as the route by which a foreign applicant files the application, and describes Egypt as one of the leading countries in the field of higher education in the Arab world and the Middle East, with many public and private universities that offer diverse educational programs in many fields; the platform itself did not answer when this row was checked, so the Ministry's own page is cited.

    Probably right

  • Consular legalisation of the education documents — Egypt is not in the Apostille Convention

Egypt is not listed among the contracting parties to the 1961 Apostille Convention, while Uzbekistan is, so an Uzbek education document cannot be legalised for Egypt with an apostille and goes through consular legalisation instead.

  • Legalisation of the certificate through the Egyptian Cultural and Educational Bureau and then the Egyptian consulate

The Egyptian embassy page on personal legalisation says an educational certificate must first be legalised by the Egyptian Cultural and Educational Bureau and that after that you need final legalization from the closest consulate. The page describes the procedure at the mission in Washington, so check the exact steps with the Egyptian mission accredited to Uzbekistan.

  • Entry visa arranged before travel

Egypt's electronic visa portal, run by the Ministry of Interior, says you have to create an e-Visa application at least 7 days before your departure. The portal publishes no study-visa category, so this row states none; the study visa is arranged with the Egyptian mission on the strength of the university's acceptance.

  • Contact with the Central Administration for Foreign Students Affairs at the Ministry of Higher Education

The Central Administration for Foreign Students Affairs is concerned with setting policies for admitting foreign students into universities and institutes, and with making the necessary contacts with Egyptian embassies abroad, the concerned embassies in Egypt as well as the Foreign Ministry about foreign students' affairs.

  • Aptitude test where the faculty requires oneOptional

The document list names a copy of the aptitude test, if any, so it applies only to the faculties that hold one.

  • Arabic, Religious Education and National Education supplementary exams are waived for a non-Arabic speaker who did not study Arabic at schoolOptional

The resolution continues the exemption of foreign students who have a high school certificate or its equivalent to perform supplementary exam in Arabic language, Religious Education and National Education if their native language is not Arabic, and they didn't study the Arabic language during getting high school certificate.

  • Foreign-language condition waived, but a supplementary exam if that language is part of the programmeOptional

The resolution exempts foreign students who have obtained a high school certificate from condition of their success in the foreign language according to the state system, and if this language within the academic programs the faculty or department in which will be enrolled, thus must pass complementary exam in this course.

  • Arabic language study at the ministry's Educational Center for Arabic Language, where a faculty asks for itOptional

The General Administration for Admission and Scholarships of Foreign Students is also concerned with admitting foreign students into the Educational Center for Arabic Language, an affiliate of the administration, as well as placing them in different faculties. The page does not describe this as a foundation year leading into a degree, so it is listed as an option rather than a route.

  • Health cover arranged by the studentOptional

The Ministry of Higher Education site carries no health-insurance rule for international students, and none of the other pages read for this file states one, so nothing is claimed here — ask the university what it requires on enrolment.

Master’s

An Egyptian master takes a completed bachelor degree, and the degree's equivalency is confirmed by the Supreme Council of Universities in Cairo, the country's sole authority for this. The application goes through the Study in Egypt platform. You need the degree, its transcript, a passport and photographs, and the language requirement is the faculty's to set: the Alexandria University page read for this file asks a postgraduate applicant for IELTS 5, TOEFL iBT 45, TOEFL PBT 450 or its own AUEPT exam at 60 per cent, while Egypt publishes no national score. Documents are legalised through the consulate rather than with an apostille, because Egypt is not a party to the Apostille Convention.

With an Uzbek attestat (11 years)

Straight into the first year

The entry document for a master is the bachelor degree, not the attestat: the faculty page read for this file asks a postgraduate applicant for the original bachelor's degree and for its equivalency from the Supreme Council of Universities. With a completed Uzbek bachelor degree you apply directly and the attestat does not become an entry condition.

Documents

  • Diploma

The faculty page read for this file lists the original bachelor's degree among the documents a postgraduate applicant hands in.

  • Academic transcript

The faculty page read for this file lists the degree transcript alongside the degree itself.

  • Passport

The document list for the Study in Egypt initiative names a valid passport copy.

  • Photograph

The document list names a personal photo of the student; the faculty page read for this file asks for six personal photographs, so bring several.

  • English certificateOptional

An English certificate is asked for by the faculties that teach or examine in English; the faculty page read for this file names IELTS, TOEFL and its own university test.
